How does WhatsApp timestamps work?

I have just started using WhatsApp messenger on my iPhone 3gs. I would like to know how does Time stamps work. I can see 2 timestamps on my WhatsApp appication on iPhone. There is one time showing on the top of the screen just below my contact's name, which reads as "Last seen today at 9.02 AM.

Does this time refers to me or to my contact?
Does this time indicate when he last sent a message to me or his friends?
Is the time, his time or my time (eg. he is in India and I am in UAE)?

It also indicates the time while I message my friend. I presume that, this is my time.

Are the timestamp accuarate?

last seen time in general indicates when the system last saw the contact you are sending a message to.
