Why didn't my iphone update the time this morning?

I have an iPhone 3G running operating system 4.2.1. I think it's handled ever other time change for the past three years or so. But today, it's an hour behind.
Interestingly, if I go into settings, then date and time, and turn off "Set Automatically" it immediately changes to the correct time. If i turn "Set Automatically" back on, it immediately changes to one hour behind.

I live in the US Eastern Standard region. Do I need to just move back to the Midwest to make my phone work?
