New iPod charger won't charge iPod past 10%?

When I plug it in, it charges to 10 percent and then it just stops charging. It's not an Apple charger, it's a brand called Dynex. It's strange, because it has a USB on one end, the thing that plugs into the iPod on the other, and there's another cord that is something like a FireWall? I don't know, it was confusing on the box.

It won't even show up on iTunes or makes a ring noise when I plug it in. It's brand new. I have an iPod Touch 2nd generation. It's not my computer, and I've tried it on both Mac and PC and the same thing happens

All generic iPod chargers don't work with ipod touches, you need to buy a apple brand iPod charger...
