RESTORE NETWORK CONNECTION TIMED OUT?

I TRIED TO RESTORE IPOD TOUCH 3.1.2 WITH ITUNES. THE 3.1.3 purchase FREEZES AND A MINUTE LATER THE ''NETWORK CONNECTION TIMED OUT; PLEASE TRY AGAIN LATER'' ERROR POPS UP. HOW DO I FIX THIS PROBLEM SO I CAN RESTORE MY IPOD TOUCH?
